The Minority-Serving Institution (MSI) Cyberinfrastructure (CI) Empowerment Coalition (MSI-CIEC) is established as a virtual organization that will accelerate the development of a CI-related science and engineering workforce and broaden access, participation, and appreciation for CI and e-science, particularly among traditionally underrepresented minority populations.
Vision:
To advance science, technology, engineering and mathematics (STEM) and the participation of the nation’s underrepresented minorities in STEM, particularly e-science, and in the global STEM workforce through minority-serving institutions (MSIs) and the emerging cyberinfrastructure (CI).
Mission:
To build and enhance the social and technological mechanisms for meaningful engagement of MSIs in cyberinfrastructure (CI).
The project develops the CI “middleware” resources to encourage, broker, enable and manage meaningful CI initiatives involving MSI collaborations for the use, support, deployment, development, and design of CI to enable the advancement of e-science research and education. The project will promote the development of the nation’s diverse STEM workforce, including the current and next generation of the STEM professoriate in an increasingly diverse society.
The project establishes a dynamic community of learning and practice, a CI-enabled distributed research and education network providing e-science education and research opportunities to MSI faculty and students. It will exploit the synergies between CI for science and engineering and the environments supporting electronic business and communities. Thus it will enable both MSIs as national research institutions and as regional economic development hubs.
GOALS AND OBJECTIVES
GOAL 1. Establish the distributed organizational infrastructure for developing, maintaining, and researching the social and technological mechanisms for meaningful engagement of MSIs in CI-enabled research and education.
- Objective 1.1 Establish MSI-CIEC Advisory Committee based on original membership of MSI-CI2 strategic planning/advisory committee;
- Objective 1.2 Establish the MSI-CIEC collaboratory portal, providing access to curriculum, online courses, learning objects, and collaborative projects links;
- Objective 1.3 Maintain strong communication/coordination linkages between leadership team/project working groups and participants through annual meetings and regular conference calls.
GOAL 2. Provide awareness, training and curriculum resources needed to engage faculty and students at MSIs in CI-related STEM education.
- Objective 2.1 Establish a Education and Curriculum Team identifying and disseminating emerging computer and information science topics and materials to support course and program development;
- Objective 2.2 Identify and collect existing CI training and support resources and materials;
- Objective 2.3 Develop curriculum and courses for 4-day residential CI Institute for MSI faculty based on outcomes of survey and online social network directory;
- Objective 2.4 Develop a library of CI resources accessible through the web portal.
- Objective 2.5 Facilitate and support inter-institutional collaborations in the development and sharing of CI-related courses and programs of study;
- Objective 2.6 Build CI leadership capacity of MSI institution administration and staff through access to executive awareness opportunities and networking with national CI leaders, and technical assistance as needed.
GOAL 3. Meaningfully engage faculty and students at MSIs in CI-mediated collaborative or independent research and development activities.
- Objective 3.1 Establish and maintain an online social networking directory to facilitate faculty, staff, and students at MSI-CIEC institutions finding partners for CI-enabled education and research initiatives;
- Objective 3.2 Create and implement a MSI faculty asset map/needs assessment process associated with the social networking directory for identifying faculty development needs and resources for residential training institute and special topic workshops;
- Objective 3.3 Provide special topic symposia and workshops for MSI faculty based on asset map/needs assessment utilizing existing resources such as SDSC, NCSA, TeraGrid, IEEE and ACM, tutorials and materials;
- Objective 3.4 Establish an e-Science mentorship program involving faculty at all participating MSIs;
- Objective 3.5 Identify and disseminate opportunities for MSI faculty, staff and students to become involved in computer/ information technology-focused research and education projects.
GOAL 4. Assist MSIs in assessing and improving information and communication technologies, and curricular and research capabilities at their institutions consistent with the emergent CI.
- Objective 4.1 Disseminate information on new computing and networking infrastructures, technologies, and their applications;
- Objective 4.2 Provide onsite and online technical assistance to MSIs to assess and improve their computing and networking infrastructures/ applications, facilitate CI strategic planning, and provide strategy recommendations for improvement consistent with emergent CI;
- Objective 4.3 Provide infrastructure upgrades where feasible consistent with CI strategic plans
- Objective 4.4 Assist in identifying resources to implement participating institutions’ CI strategic plans;
- Objective 4.5 Conduct and publish annual MSI CI survey;
- Objective 4.6 Training and development activities to prepare MSI staff to support their institution’s participation in collaborative research and education programs involving CI resources;
